中国文化大学“国发大陆所”与马英九基金会当天就赖清德上台后的两岸关系举办论坛。
马英九致词时说，两岸统一前，台湾地区和大陆地区是一种特殊关系，绝非两个国家，两岸“互不隶属”的说法是新“两国论”。他呼吁赖清德以台湾人的福祉为念、放下意识形态，修正公开宣示的“两国论”，并回到中华民族的共同历史、文化与认同。展开对话，才能使台海有真正的和平契机。
淡江大学中国大陆研究所荣誉教授赵春山在论坛上指出，预判赖清德将来会从文化、民族认同等方面一步一步往“去中国化”方向走，同时减少对大陆的经济依赖、加强对美军事依赖。他在答复现场提问时悲观表示，台湾社会要尽量想办法转危为安，至少要趋吉避凶。
